Yes Endbridge does run Canadian oil thru UP of MI and Enbridge is proposing a new pipeline called "Sandpiper" from North Dakota to Superior Oil Refinery on Wisconsin's shore with Lake Superior.
And Yes, the "greenies" are already protesting more American oil for Americans.
I notice the "greenies" never protest Venezuelan oil.

Doesn't Enbridge's Lakehead system already run to Superior?

Yes, the Oil Tankers that sail the Great Lakes are required to be doubled hulled. Yes, there have been tankers on the Great Lakes since 1900, over one hundred and twelve years. Yes These Great Lakes tankers could take crude from Superior Wisconsin to Whiting Indiana's BP Oil Refinery, 6th largest in the world! Yes they could help supply Marathon's Detroit Oil Refinery that just made a $2,000,000,000 expansion to refine more heavy Canadian crude. BUT we need to have Sandpiper Oil Pipeline connect the North Dakota oil fields with Superior Wisconsin.
Yes, for 112 years, oil tankers have been sailing the Great Lakes.

Would you be in favor of this project if it were used to ship the oil out of the country?

Superior is cold and deep. Storms on the Great Lakes can be vicious. They would need to limit or curtail their operations for several months each year for safety reasons.

If the environmentalists won't let them build the Keystone, that oil will move someway, either by truck, rail or ship --- all of which are much less safe than a pipeline. All are more prone to human error, accidents and terrorism. All leave a much bigger carbon footprint than efficiently moving by pipeline. All are more expensive. And.......Talk about environmental disasteres, an oil tanker catastrophy in the great lakes makes just about any pipeline problem miniscule in comparison!!!
It seems that the environmentalists should be fighting FOR the pipeline!

Aside from Gordon Lightfoot's ballad, the 1679 wreck of LaSalle's "Le Griffon" is a more noteworthy Great Lakes event.

I am guessing rail capacity could be increased before that without additional building and in the future pipelines. If we have not had shipping on the lakes why begin now.

“. . . the project would provide refineries more access to heavy crude oil from Canada . . .”
Forget that “heavy crude” aka tar-sands sludge. I have no objection to shipping our ND crude via lake tankers if they can be loaded without spilling oil into the lakes. Just stay in port for the winter — no tankers trying to be icebreakers.
