Just like EV's, CNG will need stations to fill it. CNG can not go if people have no places to fill it up.

if these cars aren't paying a gasoline tax, how are they going to pay their fair share for use of the roads and bridges?

I have been to Asia where CNG cars are common. My brother converted a Toyota Celica (which does not have too much trunk space), and another small four door Toyota. The tanks went into the luggage compartment (not on the roof). The cars can now run on both gasoline and CNG. He has less space in his trunk, but he saves a lot of money. I have been with him many times when he filled up his gas tanks. It takes no more time to fill the CNG tank than the gasoline tank.

No tax breaks or subsidies! Let them stand on their own merits.

Well, if you expect to carry anything in that natural gas car of yours, you're going to have to carry it on the roof. There was a fleet of CNG cars where I worked for many years. Pickup had a tank that ran side to side in the bed and took up 18" of bed length. Passenger car trunks were almost totally filled with high pressure storage tanks. The fueling took 15-20 minutes MINIMUM. Fuel mileage was so so.
Imagine the length of gas lines if it takes 15 minutes to fuel a single vehicle with current station designs. The alternative is 10+ acre fueling stations with hundreds of spots where you and your green neighbors can spend hours together while the compressor groans and the lines hiss. What are the odds of getting those large stations built in downtown USA? You will probably say that they can be fueled at home, but a compressor system to boost NG to 3000-5000 psig. is not small and not cheap along with not being highly reliable.

"The Honda CNG Civic costs $7,000 more than the traditional version and has a three-month waiting list."
And not many refilling stations. Not viable at this time.

As much as I am a proponent of CNG, I am a steadfast opponent of subsidies, tax credits and tax breaks for ANYTHING.

Sounds good. Both the US and Canada have plenty of natural gas. Why keep importing so much OPEC oil?

Maybe this would accelerate adoption, kind of like the hybrid incentive in California where hybrid cars at first launch had the sticker that allowed them to travel in the carpool lane. Of course that incentive is no longer needed now that the hybrid has become so popular.

why do I feel this is a handout and will never be what it is intended to do and why are we giving a tax break, if it is or will be such a great deal, it should be able to stand on its own merit without help from the Fed. Is this one of those shoves towards something again? Did they miss the step of just nudging and are now shoving us there? hmmmm

So let's see the Volt isn't selling, the Leaf isn't selling. And I know there will be those that say the Volt has a waiting list- but - This article just stated that the Civic natrual gas car has a WAITING list. It isn't even being shoved down our thoats. It gets no govt subsidies. It sells for $7000 over the standard Civic price.
THAT IS HOW YOU sell cars. Let the public deside what it wants. When the Civic CNG sells more the price should come down. And when more pumps get installed, there will be more demand for them, making for even lower price.

. There is a 9 month wait for the Honda Civic GX in most areas, Honda can't build them fast enough! The key to this is for infrastructure to be built out and the EPA to stop telling us what vehicles can and can't be converted. Conversion to Dual Fuel is what will really drive an infrastructure build-out of CNG Stations!
